This study aims to develop a web-based application that facilitates the employee promotion process in the Personnel Subdivision of the West Sulawesi High Prosecutor's Office using the Design Thinking method. The application is designed to improve the efficiency, transparency, and accuracy of promotion data management. The Design Thinking method enables a user-centered approach through five stages: empathize, define, ideate, prototype, and test. Test results show that this application simplifies the personnel administration workflow, reduces manual errors, and enhances user satisfaction in managing promotions. The implementation of this application is expected to strengthen human resource governance in the High Prosecutor's Office.
