In this research, a Decision Support System (SPK) was created to select the best non-ASN employees in the Department of Women's Empowerment, Child Protection, Community Empowerment and Population Control and Family Planning (DP3APMP2KB) of Medan City. Making this SPK uses the ROC method to calculate the weight of 8 specified criteria, namely violations of absenteeism, competency, education, integrity, length of time the employee has worked in the service, current age of the employee, loyalty and history of the employee's illness. The weight values are then calculated using the MOOSRA method to obtain the Decision matrix values. The calculations for these two methods are carried out using Google Colab with the Python programming language. Calculations using the ROC method produce a weight value for each criterion, namely criterion 1 for absenteeism violations of 0.340, criterion 2 for employee competency of 0.215, criterion 3 for the employee's last education of 0.152, criterion 4 for integrity of 0.111, criterion 5 with a weight of 0.079 for the length of time the employee has worked in the service, criterion 6 for the employee's current age of 0.054, criterion 7 for loyalty with a weight of 0.033 and criterion 8 for history of current illness is 0.016. The results of calculations using MOOSRA show that Yuniarti Exaudia with the criteria code A32 has a Decision Matrix value of 2.915 and is a non-ASN employee who deserves to be the best employee
